It is absolutely a new edition. The basic structure is the same, but we are adding:
- more play guidance to help folks get started
- structure for doing multi-session "campaign" Community Radio
- Stations, premade lists of elements and themes so you can start playing immediately!
- 1st edition had a lot of typos and grammar nits which we are fixing.

Yes! Incorporating these elements will effect how much you have to do in order to express your design.
